I want to use a new out of the box CISCO E2500 router as a repeater. I do not have a modem, only a wireless signal.
I need step by step directions that work and are repeatable should I need to reset the router in the future.

The Cisco E2500 cannot be used as a wireless repeater.

I suggest that you bring it back to the store and exchange it for a device that is listed as an actual wireless repeater.

I also suggest that you stick with the same brand Cisco/Linksys.
