Does the TRACKPAD work on the laptop?
the built in mouse on the laptop near the keyboard. i believe your laptop has a trackpad or another built-in pointing device (mouse).

ok. good. now, you say you have plugged in an external usb mouse (one with a cord/wire) and that does not work ?
was the bluetooth mouse working previously with this laptop?
Do you know the make and model of your bluetooth mouse? it may be on a label on the bottom of the mouse.
is it black with a stamp that says THINKPAD on it?

Turn on your device and make it discoverable. This usually means pressing a button on the mouse for "pairing".
Turn on Bluetooth > select the device > Pair.
Follow any more instructions if they appear.

I believe that's the touchpad. what exactly do you see in the BLUETOOTH window?
I don't think you are in the right place. Did you want me to connect with you remotely to make this easier? Otherwise, I can try to send more detailed instructions with pictures.
a better approach, if i'm not able to connect to you, would actually be for you to send me a screen capture of what you see in your bluetooth devices window. you can attach that as a reply here if you'd like. i really need to see what you see on the screen. thanks.
