Hi, welcome and thank you for your question. My name is ***** ***** I am glad to assist you today.
Thank you for writing back with that information. In the BIOS settings, can you please tell me if the hard disk drive is detected and listed there?
Please let me know by replying to me here so that I can help you further.
Hi, thank you for writing back with that information.
You mentioned that you are trying to load the OS in that brand new HD, what is your installation source? Are you using a Windows 7 installation DVD?
Can you please tell me the exact label you see on that DVD?
Oh ok. I believe that DVD is NOT a bootable disc. That is, you cannot start the computer on that DVD.
When you open the contents of that DVD in another computer, can you please tell me what its contents are?
If you can open or view the contents of that DVD in the computer that you are using now please capture a screen shot of its contents so that I can tell you if that is a bootable disc or not.
Ok, have you tried to boot another computer to that DVD? I mean, use another computer, load the DVD, turn on the computer and go to the bios, then set it to boot at DVD first, then restart the computer. Please test if that other computer boots to the DVD.
This is to test if the DVD is bootable.
So another computer can boot into that DVD?
If yes, please check the BIOS of the Dell desktop. In the Boot Order, what is the first boot device?
Can you please take a picture of the Boot Order or Boot Sequence screen on your BIOS?
Ok, when you are in the Boot Sequence or Boot Order menu on the BIOS, please tell me the bootable options.
That is what I want to see, what you meant to be shown as DISABLED.
In the Main or Information or General tab (depends on the BIOS version), do you see that these devices are listed and enabled?
Also, can you take a picture of that screen where you mentioned that they are shown as disabled?
If you can take a picture on your phone, please upload it in this site:
That way, I can check the picture you uploaded.
Now, please go to the EXIT menu, then select "Load Setup Defaults" or "Load BIOS Defaults". Then press F10 to Save and Exit
Ok, after doing the "Load Setup Defaults", please go back to Boot tab, then set the first boot device to be the ODD. Save and Exit
PLease reboot the system and see if it boots to the DVD drive
Ok, please go back to the Boot tab, then at the bottom you will see CD/DVD ROM drivers. Please select or open that and tell me what you have there.
Please select Boot Mode. It is now using Legacy. Please select the other option there instead of Legacy
Then set the ODD to be the first boot then save and exit
Press F2 to enter setup
By the way, if it is NOT Legacy now, what did you select there?
Ok. Now please use F2 to enter setp
up and select Boot there. Select the ODD as the first boot
Please go back to CD/DVD ROM Drivers. Can you enable it this time?
For the Boot Mode, can you please tell me other options? Do you have CSM there?
No, I am referring to the options you see when you open Boot Mode where you previously had Legacy. Now it is UEFI. So besides this 2 (Legacy and UEFI) what are the other options there?
Please check the Security tab. Do you see options there called CSM? Or Fast Boot? Look for those options in Advanced and Main tab as well
Ok. Please disable that "Load Legacy OPROM". Save and exit while the DVD is still in the drive and that first boot is still in ODD
Test booting to DVD
PLease press F2 and go to Boot and set the first boot there as the ODD.
Also, check if CD/DVD ROM Drivers is enabled
Can you please take a picture of the Advanced screen and upload it to http://filesXpress.com?
By the way, if you need to leave, we can resume with this later when you are back and available :)
Can you check the contents of those 3 options and locate options that says something about Fast Boot or CSM?
What are the contents of USB Configuration?
What are the contents of the Security tab?
Please check the Exit menu. Is there a Boot Override option?
Please set Boot Mode to Legacy again. Then check CD/DVD Drivers and see if you can enable it
Ok, please enable Secure Boot Control then test if you can enable CD/DVD ROM Drivers
Is Boot Mode already in Legacy now?
Yes, please do that so that you can enable Secure Boot
Ok. Can you now set the first boot to the ODD? Also, please check if you can enable CD/DVD ROM this time
Yes, we can resume anytime when you are back and available.

You're welcome. Tomorrow then....
I am sorry for a late reply. I was away from my computer for quite a while and I just got back online now. I will be online now and for the next 6 hours.
