The compatibility information about Maxtor One touch 4 750 GB external HD is currently unavailable and that is probably the reason why it is not being recognized on the Operating system. If the vendor does not support the device on Windows 7 then there is nothing much that can be done from our end.
Access the link below for compatibility information.
You might also want to contact Maxtor with the concern and see if they have any updated softwares for Windows 7.
Access the link below for Maxtor support.

The driver is missing. I have Win 7 64bit as well and my Maxtor OneTouch 4 (750GB) wasn't installing or showing up when I plugged it in. However I did find a solution. Follow these procedures:
1. Go to Control Panel>Hardware and Sound>Devices & Printers
2. Look for OneTouch in the "Unspecified" devices group
3. Right-click on it and select troubleshoot
4. Windows 7 will proceed to diagnose the problem.
5. It will return with a message saying that the drivers are not installed. Select "Apply Fix" to install the drivers.
6. Windows 7 will search for the drivers and begin installing them like a normal USB hard drive.
One touch button will not work as maxtor has not created a onetouch software for windows 7
you can use i as an external harddrive and can use windows backup software.
