Good Morning,

For me to understand what is going on I have a few questions to help me assist you.

Is this a recent issue with the engine or a continual problem?

Was the cam and lifters replaced due to this noise?

The noise does it change tone, or speed with the engine speed?

Does it make the noise all the time or just when hot, cold, or under a load?

this is a noise that has gotten worse over time, noisiest when cold , top end for sure, cam, lifters.adjustment washers, all replaced ,clearences correct, seems to diminish at 2400rpms.

Some times blown exhaust gaskets manifold gaskets can mimic lifter noise. Have you checked to the gaskets to see if there are signs of an exhaust leak?
