first, you should have 12 volts at the coil positive. that feed comes from the ignition switch. there is a resistor block which sends 12 volts to the coil cold and lowers it when hot.
when you checked the voltage, was it cold???
ok, check the voltage right at the resistor. check both sides and tell me the voltages
no, you will not but ir looks like it is wrong cold.
do you have a test light???
ok, do you have spark when cranking???
pull off the distributor cap and check the rotor and be sure it is not burned
in the center where it goes down over the shaft.
ok.going back to points???
