If the door opens from inside but not outside, assuming it unlocks correctly, then there is a linkage issue between the outside handle and the latch or the latch has failed. If there is a linkage issue then the handle would usually move with no resistance.

What will need to be done is remove the door panel and inspect the linkage from the handle to the latch. The handle may be broken, the linkage may be broken or simply disengaged from the latch or handle.

If the linkage is intact and moving correctly when the handle is moved then the problem is with the latch itself.
