I put a saginaw 3 speed w/ borg-warner overdrive transmission

I put a saginaw 3 speed w/ borg-warner overdrive transmission in my 64 chevy pickup. I seems to be stuck in overdrive. No reverse. I put a toogle switch hooked to a relay on dash to elimanate governor/kick-down switch. Does the pull cable still have to be used to engage overdrive? Is there more electronics needed?

Yes, the pull cable does need to be installed. With the cable pushed in the OD unit is in free wheel.
I'll post a link below with factory and alternative wiring as well as basic operation theory and a source for parts. I recommend wiring it the factory way.
