There are quite a few things that can prevent the top from working and it will take some testing to determine what is going on. The problem could be electrical, mechanical or hydraulic.

When trying to open or close the top do you hear the pump running when it does not move?

No it does not it doesn't do anything at all. And there's no codes in the computer

What's a good testing procedure to start to diagnose this?

The first step was to check for fault codes in the power top control module, followed by checking to see if the switch input is being seen. The next step will be to see if there are any inhibit reasons.

It's a pretty high tech scanner from snap on

A generic OBDII code reader wouldn't have the capability to communicate with the power top control module, an actual scan tool would be necessary. If it's a Snap On its most likely a scan tool.

It is a scan tool I spent 4000 on it it's called the snap on ethos tech. I'll check when I get back if I can't get into the power top control module

I just checked and i can get into a lot of different control modules but none of them say for the convertible power top module

It's a 2005 but yes, it does have a power top control module. You'll need a scan tool capable of communication with the PTCM to be able to diagnose the issue.
