Hello and welcome to JustAnswer!

It's going to take some electrical testing at the time the problem is happening to determine exactly what is going on. It's possible that the problem could be steering column module related since all of these functions are through the steering column module, but I would first expect the problem to be in the TIPM. The TIPM is the module/fuse box under the hood. The TIPM directly controls all of these items and an internal failure can cause what you're having.
