Okay, so shift solenoid A malfunction would require you to attach a scan tool in bidirectional mode and see if it can be operated with the scan tool commands. The solenoid is inside the trans and this is the best and easiest way to test it.

I have replace a solenoid pack already and the PCM

The car its on 2nd gear it doesn't shift at all. I get no voltage on the solenoid pack.

Okay, then you may have a wiring issue including a bad ground in that circuit somewhere. 2 out of 3 possibilities have already bee done then.
