Hello and welcome to JustAnswer!

There are many things that will prevent the fuel pump from running but it sounds as if you have a battery voltage issue. If lights are very dim that points to low battery voltage, if voltage falls low enough then the fuel pump isn't going to run because the PCM won't be controlling it.

Have you tried a jump start or swapping in a known good battery?
