Hello and welcome to JustAnswer!

The headlamp assemblies each contain electric leveling motors. The headlamps should be aimed with the adjustment set to zero and then you can use the leveling switch to lower them as necessary when the vehicle is loaded. I expect either your adjustment was performed with the leveling switch in the wrong position or the leveling motors are stuck in a lower position than full up, which will prevent you from adjusting them high enough.

Do the lamps not move at all when moving the adjustment knob?
