Assuming there are no other electrical issues the problem is almost surely in the shifter. It's possible that you could have an issue with the brake switch or brake/shifter interlock, it could be with the ignition interlock system, but most likely the failure is internal in the shifter. What often happens is the plastic interlock arm in the shifter will break and it prevents you from moving the shifter because it doesn't know the key is in the run position. The shifter would need to be disassembled to check for this, if it's broken then either the shifter will need to be replaced or the interlock arm can be replaced with an aftermarket part.
