Hello and welcome to JustAnswer!
There is no power on your IOD circuit for some reason. The IOD fuse powers the interior lights, power locks and radio. The problem could be wiring but it's most likely a blown fuse. If the IOD fuse has actually been replaced then it my be continually blowing due to a short to ground on the circuit.
The IOD fuse is in a plastic holder that allows it to be popped out of position but remain in place for quick reinstallation. To check the IOD fuse you would need to pop the holder out and then use a small pick or screwdriver to open the window on top and then remove the fuse. You've checked or replaced this fuse?
