Hello and welcome to JustAnswer! There are a few things that could cause idle to be high. It ould be the idle air control motor, although they didn't often give trouble like that on these. It could be the throttle blade being physically held open. This isn't likely either but is something that is easy to check and should be one. It could be the throttle position sensor. If the throttle blade is fully closing and disconnecting the TPS drops the idle then replace it. The most likely cause for a high idle would be a vacuum leak. If the throttle blade is closing and disconnecting the TPS doesn't change anything then odds are you have a vacuum leak. If all hoses are connected and intact then you can use some carb cleaner sprayed at suspected leak areas, if spraying an area changes the idle then you've found a leak.

RPM are bouncing between 2500 and 3000 like it hitting a rev limiter.
I have replaced the idle air control motor as well as the TPS.
replaced the throttle body gasket. butterfly is completely closed as the idle is high.
Checking all the vacuum lines that I have been able to find, still unable to find a leak.
Battery box with a Vacuum line attached still had vacuum after 24hrs
