Have a 2010 Town and country with 53,000 miles and makes a whining noise when I rev up the engine as I start moving the van from rest. Same noise if rev-ed in neutral. What can be the issues? What checks should I do?

Sounds like the noise of of coming from the accessory drive! On of the pullys or power steering pump? Best thing to do is pull the belt off the spin the pulleys over by hand to find the rough one! Or you can use a stethoscope and listen to the pullys individually for the sound! Give that a try.
