2002 Pt cruiser: dead instrument cluster..interior lights..alarm

I have a 2002 Pt cruiser, with a dead instrument cluster, and no interior lighting. The Cluster when dead one day as I was starting it. The last time the car needed to be jump-started, the cluster and the interior lights all started working again until the after market alarm the previous owner installed, disabled the starter. The dealer was able to disconnect the old alarm, but the cluster no longer works. Could this be a bad ground somewhere? I have tested the clusters modular connector, and it does give me 11 volts to ground.
It sounds more like an intermittent open circuit in the circuit board.

Do you mean an open on th ecluster's circuit boarn, or some other board?

Ok, Does that mean I need to have the cluster replaced, or are the clusters repairable?
No, they are not repairable.
Does the cluster do anything when you turn the key to the Run position?
Have you checked fuse 10 in the fuse block?

I have checked all of the fuses. I have taken out the cluster to check power with a meter.
The cluster gauges, lights, and odometer are all dead. The turn signal indicators do work. I have taken out the cluster, and verified it has power with a meter. I was looking for an alternative to replacing the cluster.
If you have verified power, now you need to verify ground at the cluster connector to ground. That is the next step in the diagnostics.

Turn the ignition off.
Disconnect the Instrument Cluster C1 harness connector.
Measure the resistance between ground and the Instrument Cluster Ground circuit.
Is the resistance below 5.0 ohms?

Yes ! Replace the Instrument Cluster.
No ! Repair the Instrument Cluster Ground circuit for an open
