Hi there!
Will the rotor begin to slide off and then stop moving or no movement to get it off yet?

Ok, yes, sounds like you need to back off the cables. These can sometimes get a rust ridge on the rotor making it a real pain to get off.
First, check to make sure the levers are all the way back on the backs of the backing plates. Even though the brake is off, it auto adjusts when the parking brake is used. This can cause the levers to not be all the way back.
If they aren't then the following procedure must be used to release the cables.
