I got the answer.
Thanks all the same.
The air vent filter is actually an air vent valve w/ filter which allows gas from one side to the other as without it there's a vacuum. So, when needed, the computer tells the valve to open and thereby eliminating the vacuum which would otherwise occur when the draw on the gas happens. It's part of the re-vaporization system. Simple solution leave the gas cap loose. You have to go through a test procedure in a bulletin on this and two problems reported. 1) slow to fill the gas tank 2) gas gauge reads 1/2 full then suddenly drops to empty and you run out of gas, try to re-fill and you can only put in 4 6 gallons. The filter on the valve is the culprit usually dirty but I had no knowledge of the location, how to access it or how to remove the tank (I thought it might be mounted on the top) I was wrong.
go here http://www.dodgeboard.com/forums/index.php?threads/my-crazy-gas-gauge.6381/ also http://www.fixya.com/cars/t4696911-cannot_fill_gas_tank_full_speed. I've tested mine and I have confirmed I was right in my diagnosis.
