Hi there, I am Cam.
Your vehicle has a very common issue that happened, its a tab on the base of the wiper motor. The tab is meant to engage a lever on the crank arm and reverse to park the wipers. The tab wears out causing the lever to miss and the arms park at the top.
The fix is to replace the wiper motor support.
The short term fix is to bend the tab slightly to engage the lever, but this is a short term fix.

It would nice to see a diagram of the tab you are talking about and which way to bend it. thanks

I can't seem to find a tab on the motor. could it be on the transmission?
Expert:  GM Tech (Cam) replied 19 days ago.

The tab is shown central bottom on this picture, the right arrow is on the edge of it. Bend it in slightly to correct this.
