Check fuse # 18 is a 10 AMP fuse for the fuel pump
check relay # 8 ,that is the fuel pump relay
I sent you the diagram of fuse box and location and the fuse lable named
1- are you saying ,car want start and you have no fuel .
2- did you check the fuses
3- checked fuel pump relay
4- what is the mileage on the vehicle
5- has fuel filter been changed
6- when you turn the switch from off to on ,for few secs the fuel pump should come on , is it can you hear it ?

kind of low mileage for issues at 38 k.
do you see the fuel pump relay ?
Cruze has been out since 2009.
I've never seen one have a fuel pump problem.
Have you scanned the whole vehicle for codes?
This is always the first step in diagnosis.

What module is it stored in?

Is the U0109 a current code, and what module is it in?
Is the code stored in the ECM?
That's right, no fuel pump.
Your chassis expansion bus is down.
2013 had a fuel pump module, 2014 has a chassis expansion bus.
Are you willing to go to a GM dealer now?
I sorry I can't help any further.
Your chassis expansion module has a can-bus, power or ground issue.
It would be wise to take it to a GM dealer.

Ok, certainly sounds feasible that you created a fault by accident.
Seen it many times.
Now, you need to double check everything, and hopefully something stands out.
If the valve timing is incorrect, the engine would not start.
All the timing belt marks are lined up correctly?
If that U0109 code is still there, that will be why the no start.
Maybe you have damaged some wiring for the fuel pump control module.
I have had many cars towed to our dealer that others can't fix.
You might be in this scenario.
Ok, you have proved the engine is ok, and no fuel is delivered.
The fuel pump control module is not talking to the ECM.

The fuel pump should run for 2 seconds when the key is turned on, as in the description here:
