First, the batter has to be good or it may not show that's charging. Then see if the voltage regulator is external or internal to the alternator. The voltage regulator can also be in the computer where you will need a scan tool to test it. Also, check that the alternator is getting power

How can I tell if the regulator is internal or external...and if external, separate module or part of OBD?

Actually, it's either in the alternator or the computer. That one should be in the alternator, so if you full field the alternator, you should see about 16 volts come out of it, then release the full field and it should be about 14.2.
