I just fought this on my personal truck last week (2003 chevy 2500). Does it drop about 2 inches and then stop but the cable rolls all the way down?

The secondary latch is stuck, if it's anything like mine, it's full of dirt and rocks.

Let's see if we can get it to release before we try the slightly more difficult step of removing the hoist assembly:

Try winding the cable all the way up as far as it will go. Next, in the this full up position, pry down in the tire gently while someone else tries to lower it. Unless it is really jammed it should release the secondary latch by prying down on it when fully up.

Also, in the fully up position (as tight as you can wind it up) smack the spring/end with a hammer a couple of times. Hit it straight up towards the center of the tire.
