c1 terminal 3 has no power it is a orange wire all the rest are as you say they should be where does pin 3 get its power

replace the ECM B fuse and try again.

at the TCM the gray connector C1 terminal 2 3 4 should be hot with the key on 2 and 4 are 3 is not
1 and 5 are done by reversing the test light with ground hooked to the positive then test 1 and 5 they both work properly
my question is where does the orange wire get its power from.
I was reading other posts and ask this question

I already said that, you must have missed that, the ECM B fuse under the hood. I gave you the wiring diagram also.

there is power at the fuse both sides. when i run a jumper wire the indicator lights up for 2 seconds then goes out.
when i just energize it it will stay on for 12 seconds then goes out

You have lost me. Energize what? The shift indicator also? If so, why would you say run a jumper and also energize? I don't understand?Do you have voltage to the pin 3, orange wire at the tcm yet? If not and the fuse has voltage on both sides, then there is an open or short in that orange wire from the fuse to the tcm. find it and repair it.

no power to the pin 3 i used a jumper wire to give it power. when i give it power the shift indicator in the dash will light up
that it is in park but only for 2 seconds. If i hook and unhook the jumper wire the shift indicator will light up that it is in park for 12 seconds then it will go out. The shift indicator will not stay on. If you put it in gear it will slam into gear real hard. When the shift indicator is lit up it will go into gear as normal

from the fuse block there is a hot post that is hot all the time

i have ran the test you sent me the lamp still does not light. it will not communicate with the TCM, the orange wire does not have any power
