If the APP sensor has been replaced, then this problem is most likley caused by a bad throttle body. This is very common. Just be sure that the wiring going to the throttle body is in good shape.

That bolts onto the intake manifold. Just follow the air intake snorkle from the air filter and it will go right to the throttle body assembly. No, it is not hard to replace.
