My Equinox emergency brake is stuck on on passenger side how do I release it

Are both sides locked up? You said, "emergency brake is stuck on on passenger side" and also, "Left rear parking brake is locked up" Unless the steering wheel is on the right hand side the passenger side is the right rear, not the left rear.

Anyhow, see if there is an equalizer adjustment where both parking brake cables come together.

Wait, you never told me the year.

Since this model started in 2005, I looked it up for a 2005. I see the adjustment nut is actually under the front floor console. So, you would have to remove it first then loosen the nut to loosen the tension on the cable/s. Once you confirm what year this is, I will send some instructions. No sense in me having to do it twice.

Oh well, since I have the 2005, here it is,

Now this is just to release the tension so you can remove the drum and/or replace the cable.
