Is there a security message or light on or flashing? If so, can you try a different key?

If not, let me get the wiring diagram and see if this can just be a single fuse blown.

Expert:  Mike S. replied 11 months ago.

Here is the wiring diagram for the starter.

Here is the fuel pump relay,

If the fuel pump fuse 12 is hot all the time, it's most likely the signal that is missing from the pcm. First check all of those fuses.

Expert:  Mike S. replied 11 months ago.

Can you explain what you meant by "Crank fuses changes from ground to power"?

Customer: replied 11 months ago.
Ok if I put a ground on relay ground starter run at key on
Expert:  Mike S. replied 11 months ago.

I have no idea what that means.

Anyhow, did you try a new starter relay and/or a fuel pump relay, also?

Customer: replied 11 months ago.
It's appears that the ground is missing from the start relay and the fuel pump relay and other devices as I turn heater blower and didn't rear a thing
Expert:  Mike S. replied 11 months ago.

Well then, the fuel pump relay ground is G102 and the starter relay ground is not grounded actually. It goes to the PCM.
