Does your scan tool see live data for Engine control module and Trans control module?
If so does it show any data on what gear it is in? parameters display Park/Neutral
Looking right now
Besides the no start and display.
Does everything else work? Wiper/headlamps/ heater fan so on
Is the engine light on?
What engine was in it before? Same size?
There is a round gray connector that gets mixed up in the engine compartment.
It is on the driver side near the master cylinder.

It should look just like the one or is the one that plugs into the trans.
That one you may have crossed

Did you replace the Body control module?
Also the steering column
Have you checked all the fuses? If so was it with a test light?
Was the new engine the same year as the old one? Did you replace the wire harnesses?
Did you take it from another Impala? Same year
I need you to check for voltage where you plug the scan tool into. With key on. Tell me all your readings and wire color
Did you run the 2009 wires to the fuel pump?
I know the fuel pump works.
In the left side of the luggage compartment, taped to the body harness, approximately 28 cm (11.1 in) from the breakout to the vehicle communication interface module towards the evaporative emission (EVAP) canister vent solenoid valve
If you don't have that the modules wont work
Do you have the VIN# ***** the car from were you got the new engine
The computer tells the relay to engage when it see it in park. It gets info from the trans module
Tell me the resistances at the data connector. between the tan and the tan/black wire. Key off
not the voltage
The resistances between them. one lead on tan the other lead on tan/black
The key was off?
It should have been 60 ohms or 120 ohms.
This could be why you can't use your scan tool.
Did you replace the rear wire harness?
I need to check see if the 2007 had a Data Link Resistor
Did you have the VIN# ***** the 2009?
Do you still have the 2009?
If it had ONSTAR the Data Link Resistor is in back.
If not it is on the left side by the park pedal
Does it have ant-lock brakes?
So it is unplugged?
If so just plug the module in. See if that helps

I was thinking if you are not going to use the ABS.
I think you could bypass it with some rewire.
