HI there my name is***** have seen this issue alot and here the same symptom your talking about. The best fix I know is too get some good TXL wire. and build a new harness end to end with new gm terminals and gm crimp tool and solder the crimps. what typically causes the issue is a slight terminal tension issue or terminal fretting. which any slight resistance or correlation voltage changes you get with set reduced power. you could try doing a terminal tens test at all connectors but what I have learned from talking to gm engineers through technical assistance is the seperate well built harness is the best option. if you wanna try a shotgun patch before all that work apply dielectric grease to the ecm connectors and the app connector and throttle body connector.
