2008 Chevy Tahoe, replaced the TPS assembly. it will not

2008 Chevy Tahoe, replaced the TPS assembly. it will not relearn the correct idle RPMs. On start up the engine run at 3K RPMs and will not idle down. Followed the procedures, allowed the engine to idle for 3 minutes at 3K RPMs, drove the vehicle at 45 MPH to allow the computer to relearn and it still did not relearn the correct idle speed. When driving, the engine will idle down to specs if allowed to park and apply the brakes for 45 seconds. The vehicle was not doing this before the TPS was replaced. The original problem was a DTC P0121. What can I do to resolve this problem?

Withthis, did you replace just the sensor or did you replace the whole throttle assembly?
