There are "4" different ways to Program Keyless Entry Transmitter
There are also "2" different Transmitters FOB 1 & FOB 2

You only posted that you turned the key 5 times
a) I have no idea if you know how to do this in "5" seconds or less
b) I have no idea you had the instructions
c) I have no idea "how many FOBs" have already been programmed.........Do You?
d) I have no idea if the D I C displays "READY FOR FOB"
You wanted help, but you have NOT provided any useful information

I turn key 5 times no DIC display nothing I tried this many times following manual and info I read on line.

You posted "Canada" for Country.............
IF the Vette was sold in Canada, then the Canada procedures is needed

That is ALL the procedures straight from Chevrolet Factory Service Manual & not from On-Line

did you supply the Remote / FOB or did Dealer?

IF you supplied the Remote / FOB, then it may be the wrong Part Number or FOB 1 or FOB 2
Dealer should have checked that
Also, the Dealer needs to connect to GM TechLine to Program.
A simple call would have been easy enough for Dealer IF they did not know what to do.
Hope you did not pay for time..........

No they did not charge. I guess this is all the help I can get

IF GM Dealer was not able to Program, then the Dealer is NOT following "protocol" or the Remote / FOB you have is wrong, defective or the Dealer is NOT forthcoming on the problem.
Customer Programming can be done only by the Instructions provided, as there is NO secret way.
Dealer Programming can be done via GM TechLine "IF" the Tech knows what to do when he runs into an issue.
This is not that difficult & I know from experience that many Dealers do not like Programming Customer parts, regardless where it was purchased

The Dealer should have at least provided you with information "why" they could not Program

IF it is "Canada" NO, because you need "2" Remotes / FOBs to even go into the Programming Cycle...........
