Once the ignition lock cylinder is removed and the exterior cleaning finished is any cleaning needed INSIDE the cylinder using a spray cleaner of some sort. If so, what is the recommended cleaner.

The problem is the car not starting when the key is placed in start position. The security icon is activated. By removing the key and reinserting it starts usually on the first try which is why I think it is a dirty ignition lock cylinder. I have had a new key made and it did not solve the problem.

USe electrical contact/motor cleaner. I recommend the one below

the use of this cleaner will not damage the inside of the lock cylinder?

Correct, it does not damage plastic or metal and leaves no residue. Just allow it about 15 minutes to thoroughly dry.
