I had my 4.3 rebuilt for my 99 blazer. It runs fine other than it idles around 2200-2500 rpm. Had it to a mechanic and he couldn't figure it out. Can't find any vacuum leaks

With the IAC unplugged is the idle still high?

Have you checked the throttle body and cable for it being stuck open?

It ran ok for a while with it unplugged now it doesn't seem to make a difference

So the IAC is ruled out, that leaves the MAF sensor dirty or reading wrong, vacuum leaks, or the throttle stuck open.
