what speed slowing down will it make this noise ?

do you feel it in the brake pedal ?

NO HAS TO BE GOING KINDA FAST THEN WHEN U COME TO A STOP IT HAPPENS QUICKLY

ok and its a thumping noise that follows the wheel speed when it is making this noise ?

where they GM or aftermarket drums ?

AFTERMARKET BRAKES

if the brake shoes are correctly installed and nothing in the rear suspension is loose at all take the drums down to the local dealer or shop and have then spin them on the brake drum machine and have them check and see if they are out of round with a dial indicator or dragging the tip of the cutter on the inside surface if they are out of round have them machine them and out them back on the vehicle and see if the noise goes away
