The int prk fuse at the side of dash has no power. Relay with test light to neg battery front two terminals light. Pos battery nothing lights. Relay doesn't click with parking lightd and switch pushed.does the fog light switch stay in when pushed or just spring back out?

Have you check the 30 amp park lamp fuse in the under hood fuse block?

Do you have the park lights on when you test the fuse in the dash?
That is the only time it gets power.

The key has to be on for the fog lights

Have you pulled the fuse and check the terminal in the fuse block?

Fuse located on driver side fuse block on dash. Fuse was in the bottom half of block

The BCM and headlamp switch power the fuse.
I don't think both went bad.
Need to check the wire on the back side light blue wires D8 and E8 on the main connector
If you jump power to the fuse will the fog lights work?
May have a bad fuse block.
