i replaced the starter, now the starter acts like the battery is low, interior lights dont turn on, cooling fan comes on when i open the door

owen, the old starter would engage and disengage at the same time, returned it under warranty

No the battery. Low battery voltage can cause many issues. If that is ok then we need to look at grounds. IF fans are coming on then there is a ground or short somewhere likely around the starter that was compromised when you replaced the starter.
