I own a 2001 chevy blazer and the headlights won't work but the high beams work. What's the problem?

The body control module actiavtes the low beam relay, so this most likely means body control module has failed. You unplug body control module and ground whtie wire at pin A11 o connector 2, here is a picture of body control module to help you access.
