why cant you get the pulley back on?

please explain

we took 2 bolts out to remove the pulley away from the water pump so we could take the water pump off. Now I can't get the pulley back on

there are 2 bolts we can't seem to find the wholes to replace them

im not understanding why

installing the pulley is fairy easy,put 1 bolt in a bolt hole in the pulley,then start it in the hole in the pump with your fingers,then pull the pulley into place to start the other,,,,

 

 

  1. Before servicing the vehicle, refer to the Precautions Section.
  2. Drain the engine coolant.
  3. Remove or disconnect the following:

    Negative battery cable. Drive belt Water pump pulley Power steering pump and move it aside Water pump
  4. FIG : Exploded view of the water pump assembly mounting-3.8L engine

  5. To install:

    1. Install or connect the following:

      Water pump using a new gasket and torque the long bolts to 25 ft. lbs. (34 Nm) and the short bolts to 16 ft. lbs. (22 Nm) Water pump pulley and torque the bolts to 115 inch lbs. (13 Nm) Power steering pump and torque the bolts to 25 ft. lbs. (34 Nm) Drive belt Negative battery cable
    2. Fill the cooling system.
    3. Start the vehicle and check for leaks, repair if necessary
