There is no shut off switch as the PCM controls the pump. Is the fuel pump fuse popped?

Ok, is the fuel filter plugged? When did you change it last?

GM Tech (Cam) :

Also the pump will only run for 2 seconds when you turn the key on and run after the engine is cranking.

Ok, then you need to test for power or try to hit the tank when someone is cranking the engine. The pump may have failed.

OK, test for power with a test light. See if there is power during the times I described.

There is a common plug under the van, forward of the fuel tank that is common for getting water in it and corroding. That may be part of the problem. Have a look there.
