1978 gmc: dually..fuel pump..fuel filter is dry..getting gas

i have a 1978 gmc dually with dual gas tanks.i have gas in both tanks and it won't stay running,i changed the fuel pump and that didn't help.the fuel filter is dry and not getting gas ran through it.i can pour gas in the carb and get it to start but i don't know why its not coming through the pump.could it be the switch that transfers the tanks over or a fuel line leak?i was also trying to hook a radio up and there was a couple of wires connected under the steering column that came apart,i have no idea what they are for,could it be that?plz help

Was any of those wires pink/black? If so that leads to the dual fuel tank control switch. For the wiring diagram, click here.
