Welcome. THere is one fuse block on the far passengers side under the hood. It sits along with the other modules such as the engine and transmission modules.

#2 is the module.

im looking for the fuse panel with the push in fuses.....particularly for the fuse that powers the 12 volt power port on the dash....

Whats with the new fuses....how can you tell when they go bad....well i guess when the circut dosent work...lol....duh...i will change that one tomorrow and we will see....

Those are not fuses, then are circuit breakers. The open when shorted and then reset themselves. I would test the terminals the circuit breaker goes into and see if there is power. Also try swapping one from another circuit to try it.
