The passlock has nothing to do with the fuel pump so it is not the problem, if there is low voltage to the pump there is a wiring problem or other fuel pump related problem.

I think there can be a connection between the fuel pump voltage and the passlock, but thanks anyway.

I have been doing this for a very long time any wiring and electronics is my specialty but if you would like to see a wiring diagram I will send one.
