The power steering is electrical on this truck, it does not have a power steering pump but has a electrical motor on the steering column instead.

what could be causing the whining clicking sound

If the noise is from the steering column, then the electrical motor may be going bad. You will hear this the most when going slow like in a parking lot.

If the noise gets louder when speed increases, then you may have a bad wheel hub(bearing). You will not hear a bad wheel bearing a slow speeds like in the parking lot but at faster speeds, around 20mph and higher.
