CHANGED FLUID AND FILTER IN 06' HHR AUTOMATIC TRANSMISSION AND NOW IT WON'T SHIFT INTO 3RD GEAR ?

How much fluid did you refill the trans with?

According to the service information, this transmission takes 6.9 quarts to refill after a fluid and filter change. To properly check the fluid level, you must remove the plug shown below (65) while the engine is running and the transmission is in park. When the fluid level is full, fluid will run out of this hole.

ITS FULL . BUT STILL WON'T SHIFT OUT OF 2ND GEAR.

Check the electrical connection at the transmission. Make sure it is properly plugged in.

Was the fluid very dirty/dark when you changed it? Did you just drain the old fluid and fill with new or did you flush it? Did it work right before the change and not work right after or was there some time in between?
