The most common problem for this concern is the evap vent valve. This valve lets the vapors from the tank escape when you are filling the tank. If this vavle is stuck closed or clogged, then the vapors can not escape, which will cause the fuel filler pump to stop as if the fuel tank was full.

The evap vent valve is located on the fuel tank. it comes off easy and you can pick one up at your local dealership.
