IGNITION TIMING
1. Set parking brake. Block drive wheels. Place transmission in Neutral or Park. Warm engine to operating temperature. Turn A/C off (if equipped). Ensure Malfunction Indicator Light (MIL) is not on.
2. Disconnect Electronic Spark Timing (EST) by-pass connector (Tan/Black wire) which is located near distributor or in cab behind glove box. DO NOT disconnect 4-wire connector at distributor.
3. Connect timing light to No. 1 spark plug wire. Check timing and adjust if necessary. Reconnect EST by-pass connector. Clear DTC.

Ok so you do not have the distributor in ? Or not in right? Is that what you need help with?

You will need to turn the engine over with the #1 spark plug out, hold you finger over the plug hole and when the compression comes out you are on TDC, then be sure the timing mark on the balancer is on 0 degrees, then you insert the distributor so that the rotor is pointing towards the #1 cylinder on the distributor cap. Then set the timing as stated above.
