Here is what you will need to do to replace the regulator on a 4.3W engine.

  1. Remove the air cleaner and air inlet duct.
  2. Remove the following wire harnesses:
    The throttle position sensor (TP sensor)
    The idle air control (IAC) motor
    The manifold absolute pressure (MAP) sensor
  3. Remove the throttle linkage.
  4. Remove the ignition coil.
  5. Remove the PCV pipe.
  6. Remove the vacuum hoses.
    Object Number: 31649  Size: SH

  7. Remove the upper intake manifold.

  8. Object Number: 12911  Size: SH

  9. Important: If the fuel pressure regulator is to be reinstalled, inspect the filter screen (if equipped) for contamination. If the filter screen is contaminated, remove and discard.
  10. Disassemble the fuel pressure regulator snap ring retainer.

  11. Disassemble the regulator assembly and the O-rings.
  12. Discard the O-rings.

    1. Lubricate the new O-rings with clean engine oil.
    2. Install the backup O-ring, the large O-ring, the filter and the small O-ring.

    3. Assemble the regulator with the vacuum tube pointing down into the snap ring retainer.

  13. Install the upper intake manifold.
  14. Install the PCV pipe.
  15. Install the vacuum hoses.
  16. Install the throttle linkage.
  17. Install the ignition coil.
  18. Install the following wiring harnesses:
    The throttle position sensor (TP sensor)
    The idle air control (IAC) motor
    The manifold absolute pressure (MAP) sensor
  19. Install the air cleaner and the air inlet duct.

I am not so sure I understand your picture, but I do see the throttle body. The upper intake manifold is under the throttle body like this.
