1970 GMC: a frame mounted brake booster..brake pedal..hose

I have a 1970 GMC 5500 Dump truck with a frame mounted brake booster. The brake pedal gets hard as a rock and then goes to the floor. Upon taking the booster apart, it looks like it is in great shape, except that there is what appears to be an air hose missing from one of the open ports at the top of the device. Is this supposed to go to an air filter, and if it does not and is open, why would it affect the brakes this way. Is something else wrong. How to fix?

If i'm correct that should be the vaccum line coming from the motor hope it helps.
