Depending on your arrangement here are some diagrams, the tensioner is spring loaded and requires no bolts to be loosened. They make a long handle tool that will give you more leverage to move the tensioner.

You have to put a socket on the bolt in the center of the tensioner pulley , then leverage it over and the tensioner will move, but is is tough because it is spring loaded with a pretty hefty spring. Here is a diagram of the tool we use.
